Prior to 1981 there was no fixed library service, and in 1985 it was still clear that such services were underfunded, indicated here by the unrepaired signage (right).

 

Biggin Hill's rapid growth in the 1950s meant that public bodies had to play catch-up to provide services appropriate in scale and quality to the district's new population.

Amongst the new services was the Memorial Library, which opened in 1981. It is a memorial to people from Biggin Hill who lost their lives in World War II.
