Towards the end of the 19th century landlords attempted to alleviate the problem of overcrowding by building tenement blocks such as these.

Some were philanthropic in nature (most notably the Peabody Buildings), but all had tough tenancy requirements.

Pullen Buildings, seen here, was one of the most extensive of this type of development.
